PLANNING DEPARTMENT PROGRAMS AND ACTIVITIES
Land Use Planning
- Assist communities with master plans, zoning, and other land use regulations
- Arrange and or conduct annual Planning & Zoning Institute for municipal boards
- Conduct County review of local zoning actions under GML 239-1
- On municipal request, provide advice to local planning boards on proposed subdivision plats
- Provide assistance to other County departments and IDA with regard to SEQR reviews
- Provide assistance with zoning and other land use regulatory questions to land owners, potential purchasers, and developers
- Municipal review under General Municipal Law 239(l)(m)
Environmental Affairs
- Prepare annual funding proposals on behalf of County Water Quality Coordinating Committee for Federal funding through Finger Lakes-Lake Ontario Watershed Planning Agency
- Supervise and support County Aquatic Vegetation Control Program
- Provide advice to landowners and potential purchasers, developers, and municipal boards regarding interpretation and application of: a) Federally-established flood hazard maps and regulations, b) Federal and State wetland regulations and maps, c) State stream disturbance regulations and maps; and d) State archeological sensitivity/historic preservation regulations and maps
- Provide or arrange County representation and/or monitor issues before DEC Regional Open Space Advisory Committee and Fish and Wildlife Management Board
Housing
- Prepare applications for, and administer. County First Time Home Buyers assistance or other housing assistance grant programs
- Provide support for County NFP specialized housing projects
- Respond to housing discrimination complaints (as County Fair Housing Officer)
Agricultural Protection and Development
- Advice and support County Agriculture and Farmland Protection Board i Y^ implementation of County Farmland Protection Plan
- Review, recommend, and process annual landowner requests for inclusion into Certified Agricultural Districts
- Conduct periodic comprehensive surveys of existing Agricultural Districts; make recommendations for additions and deletions of property within them; and process the resulting re-certifications with the State and Real Property Tax Services
- Provide administrative and legislative support of Agricultural Economic Development Specialist with County Government and sub-contractors
Transportation
- Oversee and contract for Madison Transit System public bus service
- Prepare applications for Federal and State operating assistance funding and Federal capital (bus purchase) assistance funding
- Process and disburse non-MTS State Operating Assistance for public bus operators within County
- Oversee, and provide information and technical support for, completion of County Coordinated Transportation Plan
- Dispose of overage buses, when replaced, in accordance with Federal regulations
- Represent County on NYSDOT highway corridor task forces
Recreation
- Provide staff support for County Parks Commission for maintenance and improvement of County Parks
- Complete and provide support for implementation of County Open Space Plan
- Provide technical and administrative support to County Federation of Snowmobile Associations for State trail maintenance funding
- Provide technical and coordinating assistance to various recreational trail user communities within County
Economic Development
- Apply for and administer Federal HUD- and other-funded economic development grants
- Administer economic development grants developed by IDA or AEDS when County must be the official grant holder
- Provide data and organizational support (stakeholder meetings) for County Economic Development Strategy
Emergency Management Planning
- Represent County on Urban Security Initiative Regional Transportation Task force
- Advise and support Emergency management Director and consultants on preparation and updating of County and municipal Hazard Mitigation Plans
Grant development assistance for other County departments, municipalities, and NFPs
GIS-based map-making for other departments, municipalities, and NFPs
County support for decennial Federal Census; clearing house for requests for Census information
In conjunction with Soil and Water Conservation District staff plan, implement and contract out County Forest Management Program
Provide staff support to County Energy Committee
Disposition of County-owned Land
Advise County Treasurer on County Land Sales
